'@ Portland, OR #"P ,In an authoritative study by Nobel laureate 0[)Amartya Sen, we find that although China *and India had a similarly low base of eco(nomic and social achievement about 1949 +(Chinese Revolution) and 1947 (Indian inde(pendence) the divergence in achievement -since then has been stark: adult literacy in *India is 49% versus 60% in China, under-5 .mortality in India is 145 per thousand but is 347 in China, longevity in india is in the 50s but /in China its in the 60s. In recent years the *Chinese have the good fortune of at least *twice as high a GNP growth rate vis-a-vis 0India. China has a particularly superior public ,distribution system and social security pro@ grammes. 1 2To think globally and act locally, lets take the 0' -state of Orissa for instance. For the masses *to make longterm, sustainable progress we (need to make development both bottom-up ,and top-down. Would you bet all your bottom )dollars for the top-down progress orches+trated by our political leaders and handed-,down to the masses? Or, would you invest in *your own destiny and effect the necessary -change -- participatively and consciously -- @no matter what it takes? , )Now, the Chinese progress is not without p,blemishes: the great Chinese famine of 1958-)61, perhaps causing the largest recorded .mortality from hunger, followed the so-called ,Great Leap Forward, and the slow process of 'democratization marked by the Tinanmen BCUT((v,"+Square was bloody. As for the famine, enor0-mous collapse of the agricultural output and ,income coupled with policy failures causing -decline in food distribution and inequity in ,sharing were to blame. I want to take a moment to thank )our new activist members and we look for,ward to more joining us. They were of great -help in critiquing and improving the Unnayan *proposal. We learnt that the Asian experi/ence has identified the following five success ,criteria to assess the effectiveness of any @credit-for-poor programme: ( *(i) the extent to which the programme has 0+reached the truly poor; (ii) loan recovery ((measured by repayment rate) which indi2rectly reflects the productivity/profitability of /the loan as well as borrowers satisfaction and 0support of the programme; (iii) productivity of )the loan measured in terms of returns on ,investment; (iv) impact on borrowers income /and sustainability at the programme level; (v) 'non-economic objective of a credit pro$gramme such as empowerment of rural .women, increasing their status in the family, *etc. Formation of groups with homogeneous .background and interest which is a key to the (success of the credit linkage programme .gradually leads to a situation where the self-*help groups transcend economic issues and %are induced to take up other related $issues.The successful experiment of *Grameen Bank in Bangladesh has an inbuilt *social development agenda, as all the mem-bers of the self-help groups are required to )obey the norms already fixed for the mem'bers, i e, 16 principles/commandments, @)which have a positive social overtone... E *A few words about the financial status of p(SEEDS: SEEDS has collected over $25,000 1dollars in the last five plus years of existence 'from its activist members and generous (donors among you. We now have a balance +of about $20,550 in the SEEDS bank account 'and with a commitment of about $10,000 .payable to the current projects. Last year we +raised about $3000 for the Adopt-a-student ,(AASP) project and we continue to be a neg+ative-overhead volunteering organization. *You will hear from Gopal Mohapatra how we -are proud of the five AAS- project-supported ,children, who appeared at the Matriculation )Examination, several of whom passed with ,excellent grades -- an achievement that you ,too share. We sponsor projects where a small +infusion of funds would make a substantial ,difference. Look at some of the most recent (projects below. We have not built a dam &across the Mahanadi; however, we have -built small bridges. 1. The sound of flowing -water filled the heart of Sri Manaranjan Pat'tanayak, NY when he inaugurated a deep +tube well in the premises of Sri Aurobindo (school, Dalijoda village. SEEDS donated +Rs. 1,300,00 towards the project. The well *provides drinking water for residents and -students. Water is also used to irrigate the ,flower and vegetable garden, especially dur-ing the dry summer. 2. What to do if a child &is dehydrated? Cry for help; no more. &SEEDS and IVAN, Canada have been spon%soring a three year Community Health *Awareness project by ASRA (Orissa) in the +Jagatsinghpur-Balikuda-Naugaon area (total )Rs. 3 lakh) with an objective to develop ,awareness on family planning, prevention of *disease and nutrition among the poor. Dr. (Srigopal Mohanty, Canada, was impressed /with the execution of the project: data collec*tion, medical equipment, training, dedica)tion and hard work of the volunteers and ¬UX jX[¬UX«UD77T8"'officials. 3. Education without books: 0/unthinkable, right? Well, that is how it is in 'some places like Lanjigarh, Kalahandi. (SEEDS is funding a library in Jalaspeta ,Kanyashram (Girls school) to provide a good -education to poor children of this area. The -library is named after Late Dr. Srinivas Pra+haraj, a dedicated SEEDS volunteer. In the 'past, 15 one-teacher schools have also )been funded by SEEDS in this area. Total $cost of both projects is around Rs. ,1,500,000. 4. Water water everywhere, not a -drop to drink: yes, that is how it is in the )Nandala village near lake Chilika. SEEDS 'has provided Rs. 1,000,00 to deepen an -existing pond to retain water for use in dry %summer months. 5. I have not seen my /father, I want to be a soldier: dream of a ten +year old boy, whose father died before the ,boy could call him Bapa. Children with no *parents, single parents, and poor parents (are sponsored by you through SEEDS with (a mere contribution of $12 a month. Two )students sponsored through AASP (Adopt A -Student Project) have secured first class in )the 10+ board examination. Isnt that an @achievement? 9X !PROJECTS IN THINK-AND-DO BAG Are 0c ,you still there? Sure, you are. And here is ,just a brief outline of some projects under .our consideration. With limited resources, it .is difficult to fund every project that comes +on our way. However, every bit of your sup*port will enable us to enrich more lives. Micro-credit project for tribal women p'engaged in sabai/bamboo/sal-leaf work. )SEEDS funding will go towards infrastruc'ture development, equipment purchasing +etc. The loan is to help poor tribal women (develop an income generating scheme. 2. +Vocational training center for students in .Dalijoda school to build skills in carpentry, ,handicraft, sewing, gardening, farming, com.puters etc. The products from the center will *be sold to help the students pursue their )education. Students may develop an exper/tise in one of the fields and pursue that as a )career. 3. More income generating scheme *for village women in coastal area: badi +making and chalk manufacturing. Funding is *required to buy instruments to make chalk *and badi. This will be done by women in UQ¬UX kXZUQ¬UX«UR33T :")their spare time. Chalks will be sold to 0+schools and badi will be sold in the mar-ket. 4. Mentally retarded children also want +to be on their own: Children of Jagruti, a (school for MR, would like to make house-*hold items, eatables to sell and generate &income. Funding is needed to buy them *equipment. 5. Tribal women of Koraput dis.trict need help in setting up a sewing center )to make clothes to sell. If we fund this -project, we will be touching the core of the .interior Orissa, and this will certainly be a *worthwhile endeavor. 6. Thuamul Rampur, a ,remote village in Kalahnadi is entirely com+posed of Kutia Kandha Adivasis, one of the .five remaining adivasi tribes of Kalahandi. A *school built by Vanabasi Seva Prakalpa to 'educate them, needs funding to improve +existing infrastructure, buy tools and sup/plies in order to achieve self-sufficiency and @offer community service. ; #READY FOR ACTION?
